Article 2 These measures are applicable to the management of outdoor decorative lighting in the administrative area of ​​this Municipality.
Article 3 The term "outdoor decoration lighting" as used in these Measures refers to the lighting of buildings, structures, external lighting, business advertising lighting and non-business lighting.
Article 4 The Municipal Appearance and Health Management Committee is the competent department of outdoor decoration lighting management in the city. The district/county city appearance and health management committee is responsible for the outdoor decoration lighting management within its jurisdiction.
Article 5 Outdoor decorative lighting and lighting facilities shall be maintained and managed by the user or individual. Where there is an agreement on the maintenance and management of outdoor decorative lighting facilities, the unit or individual stipulated in the agreement shall be responsible.
The maintenance management unit or individual of the outdoor decorative lighting and lighting facilities in the preceding paragraph shall be collectively referred to as the responsible unit or individual.
Article 6 The responsible unit or individual shall strengthen the maintenance and management of the outdoor decorative lighting and lighting facilities, and maintain the completeness and function of the facilities. If the facilities are damaged or the lighting does not meet the prescribed standards, they shall be repaired immediately.
Article 7 The responsible units or individuals within the scope of the lighting night scene planning of this Municipality shall install the outdoor decorative lighting and lighting facilities in accordance with the location, form and time limit approved by the competent department of city appearance.
Article 8 The opening time of operational advertising lighting and non-operating lighting shall be synchronized with the street lights. Among them, business advertising lights should not be turned off before 22:30 every night; non-business lights can be closed at the end of the work. Buildings, structures, exterior lighting, every Saturday, Sunday and holiday nights must be synchronized with the street lights, and must not be closed before 22:30. In case of major activities requiring the opening of lights for buildings and structures outside the city, it must be approved by the municipal government and implemented in accordance with the notice of the Municipal Appearance and Health Management Committee.
Article 9 The competent department of city appearance shall be responsible for the supervision and inspection of the night scenes of the city, and the monitoring team of the city construction management shall conduct regular inspections, discover problems, and promptly notify the relevant departments to resolve them.
