Ballmer has repeatedly stated that Windows is a Microsoft tablet operating system, but at the Gartner forum last month it was clearly stated that Windows Phone has never been excluded from the Windows operating system. He once raised a Windows Phone software and said: "This is also Windows."

Of course, Windows Phone 7 is suitable for low-memory capacity, low-power processors, mobile devices with touch screen, more suitable for tablet than Windows. If Windows Phone 7 is used for tablets, it will be Microsoft's wise move.
