The General Office of the State Council issued a clear notice on July 30. When government agencies at all levels use fiscal funds for government procurement activities, they must prioritize the procurement of energy-saving products on the premise that the technical and service indicators meet the procurement requirements. For products that meet the requirements such as performance, mandatory procurement is implemented. It clarifies the principles and conditions for compulsory procurement such as energy-saving lamps.

In June, the State Council proposed ten key energy-saving projects in the notice of the comprehensive work plan for energy conservation and emission reduction, including the promotion of 50 million high-efficiency lighting products, and the central state organs took the lead in replacing energy-saving lamps.

Compulsory procurement of energy-saving lamps is clearly specified in the government procurement list.

It is reported that Australia, Canada and California are also considering legislation to ban the production of incandescent lamps. Major European bulb manufacturers have also recommended to the European Commission that the EU issue laws prohibiting the continued production of non-energy-saving light bulbs after 2015 to save energy and reduce greenhouse gas emissions.

In the domestic and international macro environment, the development of energy-saving lamps has become a historical necessity, and the lighting industry will usher in an energy-saving era.
