**Supplier Qualification Requirements**
**General Qualifications:**
1. The supplier must be a legal entity or organization operating within the territory of the People’s Republic of China, with the ability to independently bear civil liability, undertake tendering projects, and conclude and perform contracts.
2. The supplier must have the necessary production, sales, and after-sales service capabilities for the subject matter.
3. The supplier must maintain a good financial condition and have no major violations in the past three years. It should not be under suspension, banned from bidding, taken over, frozen, or declared bankrupt.
4. If there were any major issues in the past year (such as being formally suspended by the network company, provincial company, or Foshan Bureau), the supplier must have implemented effective rectification measures and received verification from China Southern Power Grid, Guangdong Power Grid, or Foshan Power Supply Bureau.
5. This project does not accept bids from consortiums.
6. Units with the same person in charge or those with controlling or management relationships (including parent companies, wholly-owned subsidiaries, and holding companies) are not allowed to submit bids for the same section simultaneously. In case of conflict, the participating units must negotiate among themselves. If no agreement is reached before the registration deadline, the tenderer reserves the right to reject the registration.
7. The bidder must not have any direct or indirect association with the consulting company or its affiliates entrusted by the tenderer for the design or preparation of bidding documents.
8. The supplier must be a general taxpayer and must provide a complete 17% VAT invoice for all deliveries.
**Special Qualifications:**
1. Registered capital requirement: The supplier’s registered capital must not be less than 1 million RMB. If the registered capital is in foreign currency, the tenderer will use a two-node control method, using the exchange rate announced by the Bank of China on the registration date or the exchange rate stated on the business license. Suppliers meeting the registered capital requirements through either method are considered eligible.
2. The bidder must be either a manufacturer or an agent. If both the manufacturer and agent participate, only the manufacturer is allowed to bid. If multiple agents represent the same manufacturer and wish to apply for the same item, they must negotiate which entity will participate. If no agreement is reached before the registration deadline, the tenderer may refuse to accept the registration of all parties.

4. Business license (including tax registration, organization code, and other information; if the business license does not include registered capital or business scope, print the corporate information from the National Enterprise Credit Information Disclosure System) (a copy with official seal).
5. Proof of production or agency authorization for the submitted bid (a copy with official seal).
6. Affiliated company statement (one original copy). The format is provided in the announcement.
