The owner is Jingshen Railway Passenger Dedicated Line Co., Ltd. Liaoning Co., Ltd. The construction fund has been implemented; the bidder is the Jing Shen Special Project Department of China Railway Electrification Bureau Group Co., Ltd. Shenyang Electrification Engineering Branch. The part of the housing construction materials for this project has already met the conditions for tendering and is now undergoing open bidding.

2.1 Project Overview:

Beijing-Shenyang Railway Passenger Dedicated Line is located in Beijing, Hebei Province and Liaoning Province in Northeast China in North China. The line starts at the Beijing Spark Station and extends along the Beijing-Chengde Expressway to the northeast via Chengde City in Hebei Province, Chaoyang City, Fuxin City and Jinzhou City in Liaoning Province, and reaches Shenyang, the provincial capital of Liaoning Province, to Shenyang Station. The line has a total length of 696.8 kilometers, of which the length of the Beijing section is 98.4 kilometers, the length of the Hebei section is 191.6 kilometers, and the length of the Liaoning section is 406.7 kilometers; the whole line of the main line bridge is 307.7 kilometers/220, accounting for 44.3% of the line's building length; the tunnel is 227.8 kilometers/95, It takes up 32.8% of the total length of the line; there are 20 stations. Design speed 350 km/h.

According to the division of construction tasks of the group company, the construction scope of the Beijing Shenshen Passenger Dedicated Line Project Division of Shenyang Branch is from the provincial boundary to Chaoyang North (exclusive) section, and the mileage range is DK283+961-DK415+640 with a total length of 131.679 kilometers. Involving 3 stations and 4 sections of electricity, traction power supply, four electricity houses and related projects; Pipe section is the length of the base line 36.913 kilometers, accounting for 28% of the length of the line; a total of 49 bridges above the bridge, a length of 42.14 kilometers, accounting for 32% of the length of the line; There are 24 tunnels, 52.58 kilometers in length, accounting for 40% of the length of the line. There are 3 stations in the pipeline section: Niuheliang Station, Kazuo Station, and Nyinglin Station.

3. Bidder qualification requirements

3.1 The tender will be conducted after the qualification examination. The bidder’s qualification requirements are as follows:

1. The bidder shall carry out the registration of the industrial and commercial and taxation authorities within the territory of the People's Republic of China in accordance with the law, comply with the business scope of the tendered project materials, be able to independently assume the civil liability legal person organization, and have the independent enterprise legal person qualification manufacturer, in order to guarantee the tendering project materials Supply demand, the manufacturer registered capital of more than 5 million yuan, agent manufacturers registered capital of more than 3 million.

2. The manufacturer of bid materials must have a valid ISO9001 quality management system certification; the product conforms to the current national standards; bid materials shall have a material quality inspection report issued by a professional inspection organization at the provincial, ministerial, and higher level, and provide a validity period. 3. With good financial and financial status, the bidder should provide an audit report issued by a certified public accounting firm in 2015-2016; there are no economic disputes and judicial proceedings;

4. If the bid materials are within the scope of the national production permit, the bidder shall provide the “National Industrial Product Production Permit”; if it belongs to the scope of China Railway Railway Product Certification (CRCC), the bidder shall provide the relevant supporting documents; Where the scope of the license or compulsory certification is required, the bidder must provide an administrative license or a compulsory certification certificate; the tendered product has not been subject to the quality responsibility report of the national safety supervision department in recent one year;

5. Complying with national laws and administrative regulations and having a good reputation, its bid products and similar products have not experienced quality responsibility accidents in the past three years; they have the ability to perform contracts and good performance records, and have no bad performance credit records in recent years; This time does not accept suppliers restricted bidding issued by the Railway Corporation (formerly Ministry of Railways) Engineering Management Center;

6. The bidder must have a valid Material Supplier Admission Pass issued by China Railway Electrification Bureau Group Co., Ltd.;

7. The bidder has the proof materials (a copy of the supply contract) for the supply performance of more than three railway construction projects of the same type for nearly one year.
