California Autonomous Driving Test Completed, Without Steering Wheel

On October 12, the California Department of Motor Vehicles (DMV) officially announced that starting next year, driverless cars without a steering wheel, brake pedal, rearview mirror, or a human driver will no longer be permitted to test on public roads. This decision marks a significant shift in the state's approach to autonomous vehicle regulation. The DMV recently released revised guidelines aimed at updating the safety standards for self-driving vehicles tested on public roads. Following a 15-day public comment period, the updated rules will be submitted to the state government and are expected to take effect in mid-2018. These changes reflect growing concerns about public safety as more companies push forward with fully autonomous technology. California has long been the hub for autonomous vehicle testing, with many tech giants and automakers choosing the state for its favorable regulatory environment and diverse driving conditions. However, after the DMV announced these new restrictions, companies like Google and Uber expressed their intent to continue deploying self-driving vehicles, albeit under stricter oversight. Currently, 42 companies are authorized to test around 285 self-driving cars on California roads, supported by over 1,000 safety drivers. Under the new rules, manufacturers will still need to comply with detailed reporting requirements, including documenting instances where a human operator had to intervene during testing. Additionally, they must submit regular updates on the level of automation of their vehicles. The revised regulations represent a major departure from the 2015 version, which imposed strict limitations on testing, such as prohibiting Google from testing vehicles without a steering wheel. In May of this year, the DMV introduced additional measures requiring not only a safety driver in the front seat but also enhanced oversight of the production and distribution of automated test vehicles. This time, the DMV has made several key amendments, including requiring manufacturers to apply for local government approval before testing and to track and report any forced driver interventions. Furthermore, all test vehicles must provide detailed reports on any changes to their automation levels. Despite these changes, the DMV has not lifted its ban on testing self-driving trucks. The agency believes that separate regulations are needed specifically for autonomous freight vehicles. Meanwhile, the U.S. Congress is working on legislation that would allow manufacturers to produce and deploy vehicles without traditional controls, while also giving states more flexibility in creating their own autonomous vehicle regulations. Although California has eased some restrictions on driverless cars, it doesn’t mean that companies can freely test these vehicles on public roads. They still need federal approval or special permission to operate vehicles without a steering wheel or pedals. Most current tests involve Level 3 autonomous systems, which still require human intervention in certain situations.
