1. Bidding Conditions
The tender project, titled "Haimen City Water Supply Company's Yangtze River Water Plant Greening Landscape Improvement Project," has been officially approved by the Haimen City Housing and Urban-Rural Construction Bureau on October 19, 2017. The project is being managed by Haimen Water Supply Company, which also serves as the bidder. The construction funds are self-raised by the company. This project meets all the necessary conditions for bidding and is currently open to public tenders.
2. Project Overview and Scope of Tender
(1) Project Location: Located within the Yangtze River Water Plant;
(2) Project Scale: Estimated investment of approximately 5.016 million yuan;
(3) Scope of Tender: Detailed in the construction drawings and the "Quantity List";
(4) Planned Duration: 120 calendar days;
(5) Quality Requirements: Must meet the standard of "Qualified";

3. Qualification Requirements for Bidders
3.1 The bidder must possess general contracting qualifications for municipal public projects at or above the required level, and must demonstrate sufficient capabilities in personnel, equipment, and financial resources. In particular, the proposed project leader must hold a registered builder qualification in municipal engineering at Grade I or higher (including temporary registration).
The following conditions are mandatory for the qualification review:
(1) The bidder must be capable of independently entering into contracts;
(2) The company must not be in a state of suspension, revocation of qualifications, or bankruptcy;
(3) There should be no record of being suspended from bidding due to fraud, serious breach of contract, or major quality and safety incidents;
(4) The company’s qualifications and the project leader’s credentials must match the requirements outlined in the tender announcement;
(5) All critical information provided in the qualification documents must be accurate and not falsified;
(6) The company must have safe working conditions and hold a valid safety production license;
(7) The proposed project leader must not be engaged in another project at the same time;
(8) The project leader and other key management staff (e.g., technical director, construction supervisor, quality control officer, safety officer) must be formal employees of the bidding company and cannot hold part-time positions or act as agents;
(9) The company must have completed at least one landscape, greening, or ecological bank protection project with a contract value exceeding 2 million yuan since May 1, 2012;
(10) The company and its proposed project leader must have no criminal records related to bribery.
3.2 This tender does not accept joint bids.
3.3 Each bidder may submit only one bid for the above-mentioned section, but only one bid will be awarded.
4. Acquisition of Tender Documents
4.2 The tender documents are priced at RMB 255 per set, and no refunds will be issued after purchase.
5. Submission of Bid Documents
5.1 The deadline for submitting bid documents is 9:00 AM on December 26, 2017.
