3. Bidder qualification requirements
3.1 The bidder shall have the qualification of an enterprise as an independent legal person, and shall have a valid business license of a corporate legal person, an organization code certificate, and a tax registration certificate.
3.2 The bidder shall be a lawful and normal business enterprise. The bidder shall be included in the “National Enterprise Credit Information Publicity System†(or system display status) abnormal business operation or serious illegal and untrustworthy business directory. The list of untrustworthy executors in the list of information disclosure and inquiries of the court's untrustworthy trustee list may not participate in this bidding activity.
3.3 If there is a controlling shareholder or an associated management relationship between bidders, they may not participate in the bidding at the same time, otherwise the relevant bid will be invalid.
3.4 The bidder has a similar project performance contract since January 1, 2013.
