China Mobile and Intel launch the OTII project, the primary goal is to form an open and standardized server technology solution

At the “2017 China Mobile Global Partner Conference” held in Guangzhou, China Mobile and Intel announced the launch of OTII (Open Telecom IT Infrastructure) under the Open Data Center Committee (ODCC), aimed at shaping a standardized server solution for telecom applications. This initiative marks a significant step in the evolution of telecommunications infrastructure. Currently, global telecom operators are navigating a complex landscape of opportunities and challenges as they transition from traditional networks to more efficient, cost-effective models based on network function virtualization (NFV). By leveraging general-purpose servers and open-source cloud platforms, operators aim to enhance performance while reducing operational costs—a trend that has gained widespread industry support. Despite the progress, the NFV implementation is still in its early stages, and there remains a critical need for tailored solutions that meet the unique demands of telecom IT applications. This includes optimized server configurations, reliable hardware, and efficient management systems. Recognizing this, China Mobile, along with China Telecom, China Unicom, and Intel, launched the OTII project at ODCC to develop a unified, open-standard server solution specifically designed for telecom network transformation. The OTII project focuses on future-proofing telecom infrastructure by integrating technologies like network acceleration and NUMA balancing. It also aims to standardize BIOS settings, device interfaces, and core component selection to improve performance, stability, and compatibility. These efforts are expected to streamline deployment and maintenance, ultimately supporting the growth of next-generation telecom services. The project involves multiple stakeholders, each playing a crucial role. The three major operators—China Mobile, China Telecom, and China Unicom—act as end users, providing detailed requirements such as motherboard specifications, hardware form factors, and management equipment needs. The Institute of Information and Communications serves as a third-party entity, responsible for drafting standards and conducting independent testing. Intel, as an x86 chip provider, contributes to motherboard design and initial feasibility studies, ensuring alignment with future CPU platforms. Server manufacturers then build upon these designs to create customized hardware solutions. So far, the OTII project has been officially recognized within the ODCC working group and has received strong support from member companies. Over 10 leading firms, including Huawei, Inspur, Lenovo, and others, have joined the initiative, signaling broad industry interest. More participants are expected to join as the project gains momentum. During the launch event, Yang Zhiqiang, Vice President of China Mobile Research Institute, expressed gratitude to Intel for its long-term collaboration across various domains, including IT infrastructure, cloud computing, and 5G. He emphasized that China Mobile’s deep understanding of network transformation, combined with Intel’s technical expertise, would be key to the project’s success. Du Weiyang, Director of Asia Market Development at Intel Network Platforms, highlighted the longstanding partnership between Intel and China Mobile in areas like cloud computing and data centers. He noted that the OTII project represents a new phase of collaboration focused on accelerating NFV and network transformation. Intel remains committed to working closely with operators, research institutions, and vendors to drive innovation. Dr. He Baohong, vice chairman of ODCC and deputy director of the Cloud Computing and Big Data Research Institute, stressed the importance of data center modernization in the evolving telecom landscape. He pointed out that the speed of network reconfiguration will directly impact the survival and competitiveness of operators. ODCC fully supports OTII and encourages broader industry participation to ensure the project becomes a globally recognized initiative.
