According to relevant regulations of the “PRC Bidding Law†and “The People's Republic of China Government Procurement Lawâ€, Yunnan Zhongsuo Overseas Consulting Co., Ltd. (hereinafter referred to as the procurement agency) is subject to the Yunnan Power Grid Co., Ltd. Logistics Service Center (hereinafter referred to as: The purchaser) entrusted the selection of service units (hereinafter referred to as “negotiating applicantsâ€) for the “Negotiable Vehicle Cleaning and Parking Services Purchase Project of the Yunnan Power Grid Co., Ltd. Logistics Service Center in 2017†project. The service units that have the ability to implement the project and meet the qualification requirements are invited to participate.
Second, the negotiation project overview
1. Purchasing contents: 1. Car wash service items: 1. Cleaning the vehicle license plate provided by Party A, and making a car wash registration book, comparing the license plate before each cleaning, and confirming the signature on the registration book by the driver of Party A after cleaning. ;2, cleaning range: external body (body, mirror, front and rear cover, group edge). Inside the car body (foot pad cleaning, dashboard, seats, and vacuum cleaning inside the car). 3. Responsible for the safety guarding of Party A vehicles during cleaning.
Second, parking service items: 1, provide Party A parking spaces for 15 vehicles. 2. Allowing Party A vehicles to enter and leave the parking lot 24 hours a day. 3. The production of parking cards will be issued to Party A. When the vehicle is parked, the parking card will be shown to allow Party A's vehicles to park in the parking lot.
3. The location of car wash and parking lot must be within one kilometer radius of the logistics service center of Yunnan Power Grid Co., Ltd.
Note: Negotiating applicants must submit an overall bid for the above procurement content.
2. Project service period: one year, from January 1, 2017 to December 31, 2017.
4. Division of bids: This project only has one bid section.
Fourth, negotiate applicant qualification requirements
1. Having registered with the national administrative department of industry and commerce, having an independent legal personality, providing a valid business license, organization code certificate, tax registration certificate or business license of "three certificates into one";
2. The negotiating applicant must obtain legal rental rights or ownership of the parked vehicle parking space;
3. The negotiating applicant must have a car wash yard operating permit;
4. Have a business parking permit;
5. Ability to sign and perform contracts;
6. Since 2013, the negotiating applicant has not been ordered to suspend business, the bidding qualification has been suspended or cancelled, the property has been taken over, frozen, bankrupted, etc., and there is no state prohibition of market access.
7. The negotiating applicant shall issue a “Inquiries Letter for Negotiating Applicant Company and Legal Representative’s Criminal Record with No Bribery†at the Procuratorate where the enterprise is registered, and provide a copy during the validity period;
8. This consortium does not accept consortium bids and does not allow any form of subcontracting or subcontracting.
V. Qualification examination methods
The qualification examination of this project will be post-qualification.
